A functional silicone emulsifier. Safe.
PEG/PPG-20/15 Dimethicone is a silicone emulsifier. On the label it reads PEG/PPG-20/15 Dimethicone. In a formula it binds the water phase with the silicone phase, stabilises the emulsion and gives that silky slip typical of silicone-based products. On efficacy, let me be clear: it is a functional component, a texture emulsifier, not a care active. It has no action on wrinkles, spots or the barrier. Its value is building stable, pleasant-feeling formulas, especially in silicone bases and fluid make-up. For pregnancy and breastfeeding there is no restriction. Silicones of this type stay on the surface and their systemic uptake is negligible, so it can be used. Tolerance is high. Irritation and allergy are low, compatible with sensitive skin. Silicone emulsifiers are usually very well tolerated and non-comedogenic in normal use.
