Its job in a formula is to bind the oil and water phases while adding the smooth glide typical of silicones. It is a functional component, not a care active. Its value is in texture: it helps build stable emulsions and gives a silky feel on application. It is not meant to treat skin, only to improve how the product behaves. Topically it has no systemic relevance, so it can be used during pregnancy and breastfeeding. Tolerance is good, the allergy potential is low and it counts as a mild surfactant. On sensitive skin it usually behaves without trouble. Modified silicones like this have a very low irritation profile.
