Methoxy PEG/PPG-7/3 Aminopropyl Dimethicone (so in INCI) is a modified, water-soluble silicone that works as a conditioner. In a formula it smooths the surface of skin and hair and gives a soft slip, common in hair products and rinse-off emulsions. This is a functional texture component, not a treatment active. It improves feel and manageability but does not deeply hydrate or repair the barrier. Its role is sensory and conditioning. Applied topically it is not systemically relevant, so it can be used during pregnancy and breastfeeding without issue. Tolerability is good. Irritation and allergy potential are both low, which makes it suitable for sensitive skin and scalp. There is no data pointing to relevant comedogenicity.
