PEG-9 polydimethylsiloxyethyl dimethicone (same INCI) is a silicone emulsifier modified with PEG chains that give it affinity for both water and oil. In a formula it stabilizes emulsions (often water-in-silicone) and lends a fluid, smooth texture to creams and bases. This is a functional ingredient, not a skincare active. Its job is to hold the phases together and give a light feel; it does not act on wrinkles, dark spots or acne. On the label it has a technical, structural role. Applied topically it has no systemic significance, so it can be used in pregnancy and breastfeeding. Tolerance is good. Irritation and allergy potential are low and it suits sensitive skin. As a mild emulsifier it may carry off some lipids during cleansing, but at use levels it is not harsh.
