Its main job is to stabilize the formula: it absorbs part of the ultraviolet range and, above all, helps keep other UV filters stable, especially avobenzone, which breaks down under light. On efficacy, this is a functional component, not a care active. It does not act on the skin; its work is to photostabilize the formula so the protection factor holds during sun exposure. It makes sense to judge it by that technical role. Applied topically it has no systemic relevance, so it can be used during pregnancy and breastfeeding. Tolerance is good, with low irritation and allergy potential. Its comedogenicity is minimal (level 1), so on oily or acne-prone skin the risk of clogging pores is very low, though worth keeping in mind.
