In a formula it works as a humectant that holds water, a solvent that dissolves poorly soluble actives, and a texture and viscosity adjuster. It is a functional component, not a treatment active. It adds comfort and helps other ingredients stay stable and evenly dispersed, but it does not treat skin or have a biological effect of its own. Its value lies in the formulation and the feel. Topically its systemic absorption is negligible, so it can be used during pregnancy and breastfeeding. Tolerance is high: low irritation potential and low allergy risk, fine for sensitive skin. It adds no relevant comedogenic load. Worth remembering that PEG quality depends on good purification, which manufacturers control through the cosmetic raw material.
