Tris(Tetramethylhydroxypiperidinol) Citrate (as listed in the INCI) is a formula stabilizer from the hindered amine group that acts as a radical scavenger. Its job is to protect sensitive actives, such as vitamins or oils, from oxidation and so extend the product's shelf life. It is a functional ingredient that works for the formula, not for the skin. It does not moisturize or smooth wrinkles; its value is keeping the other ingredients stable. In that role it is effective and is usually used at small levels. It is used at low concentrations and does not penetrate meaningfully, so it can be used during pregnancy and breastfeeding. Its irritation potential is low and the allergy risk is low, which suits sensitive skin. No notable comedogenic effect is attributed to it.
