Caramel is a natural brown colorant made by the controlled heating of sugars. INCI: Caramel. In a formula it gives the product a golden-brown shade. It is a colorant, not a skincare active. It does not act on skin and is added to the formula for color at low concentrations. Regulation. In the EU, cosmetic colorants are governed by Annex IV of Regulation 1223/2009; caramel is on that list and is widely used as a food and cosmetic colorant. Pregnancy safety. Used in trace amounts, systemically negligible, with no evidence of harm. It can be used during pregnancy and lactation. Tolerance. Irritation and allergen potential are low, suitable for sensitive skin.
