It is an emollient and sensory modifier, a functional texture component, not an active that treats wrinkles or pigment. It softens and improves application, which is exactly what is asked of it. It promises no more, and no more is needed. For topical use in pregnancy and breastfeeding there are no objections. It is a common cosmetic ester with no meaningful systemic absorption, so it can be used in these stages. Tolerance is good. Low irritation and low allergy potential.
