Arginine HCl is a salt form of the amino acid arginine. INCI: Arginine HCl. In a formula it works as a humectant, conditioning agent, and part of the natural moisturizing factor. Free arginine also adjusts formula pH because it is alkaline, but in the hydrochloride form that effect is milder. It holds water and supports skin softness and comfort. Its standalone activity is mild; it is a supporting component rather than a lead active. Pregnancy safety. Topical use, low systemic absorption, no evidence of harm.
