A soothing plant extract. Safe.
Rhubarb root and stalk extract (INCI Rheum Palmatum Root/Stalk Extract) comes from Rheum palmatum and contains anthraquinones and other polyphenols with antioxidant activity. In cosmetics it is included for a soothing effect and to support a more even skin tone. On efficacy it is wise to keep expectations measured. There is antioxidant activity shown in the lab and some interest in its compounds for tone evenness, but clinical facial data are limited. The reasonable view is to see it as a supporting component within soothing and tone-evening formulas rather than a brightening active with solid results. In cosmetic topical use it has no systemic relevance, so it can be used during pregnancy and breastfeeding. Tolerance is good: low irritation and low allergy risk, suitable for sensitive skin. An individual reaction is uncommon.
