BLimited evidence. One RCT or several controlled studies with limitations.
A soothing plant peptide. Safe.
Oat peptide (INCI: Avena Sativa Peptide) consists of oat protein fragments obtained by hydrolysis. In formulas it is used for a soothing effect and to help maintain hydration, common in products for sensitive skin and after shaving or sun exposure. As an active it is supportive. Oat has an earned reputation as a soothing material thanks to its avenanthramides, but for the peptide form specifically the evidence is thinner, and its realistic contribution is to soften and add a comfortable feel, not to remake the skin. Topically there is no meaningful systemic exposure, so it can be used during pregnancy and breastfeeding without concern. Tolerance is very good: irritation and allergy risk are both low. It is a comfortable choice for reactive skin. Anyone with a known cereal allergy should patch test carefully first.
