In a formula it works as a water base with a light soothing and refreshing feel: it carries a small amount of soluble chamomile components and often replaces part of the water in toners and sprays. On efficacy this is a mild supporting ingredient. The level of active chamomile substances in a floral water is low, so realistically expect a light soothing sensation rather than a pronounced action. It is more of a pleasant formula base than a standalone active. Used topically chamomile water has no systemic relevance, so it can be used during pregnancy and breastfeeding without restriction. Tolerance is good. The irritation and allergy potential is low, which suits sensitive skin. People allergic to the daisy (Asteraceae) family could in theory react, but most have no reaction.
